  1. Drag indebted U. S. into a bankrupting lend-lease war; even forcing it to re-institute conscription, thereby, destabilising it domestically
  2. Lend-lease to the Russkies just enough to whittle their already withered ranks down for easy pickings
  3. Once both former superpowers are weak enough, ATTACK!
