Chemicals Poured Into Ditch - Instead of putting a hole in each train car, and letting the fluid flow into a ditch, why didn't Norfolk Southern Railway capture the draining fluid into a container, to safely dispose of it? Instead, they ignited it, releasing toxic smoke into the air.

The more I hear about the Norfolk Southern fire in East Palestine, Ohio, the more strange it appears.

It was reported early that Norfollk Southern made holes in each train car to drain the chemicals into a pit that they dug beforehand. Instead of using a pit, why didn't they catch the fluids in a container? Not only did they release toxic smoke into the air, but there remains toxic chemicals in the earth today, because they released the chemicals onto the earth.
