It’s like they don’t want the general public to have any recourse against violent crime of any kind.

Most likely, they'll end up complying...as maliciously as possible.

"Sure, you can have your permit. That'll be $500K, and it'll be in the mail whenever we feel like it..."

My controversial take: If a state, city, county or whatever wants to ban guns or whatever, don't block it at the federal level. Leave the lawmaking at the local level and if people don't like it they can fight it locally or move to a different area.

Sure it sucks if you live in a place that takes away your rights like this, but it's better than a strong federal govt that can impose it's will on the whole country. And let's be real, the direction of congress and the supreme court can change very easily.
