That seems a reasonable concern to me. Ukraine started making their own missile development program almost a decade ago, with help from the US, and with public plans of being ready for an offensive about now. I think this escalation and the resulting publicity of it, was meant to be a sales commercial. Ukraine has always been financially strapped, which is why they are even working with NATO; they are dependent on US/EU cash. Usually it is funneled to them through green energy programs, like Green Tariff's Guaranteed Buyer, and de-carbonization programs. They've also spent years publicly planning to take control of Southern and Eastern Ukraine and turn it into solar and wind energy production, against the heavy protest of those living in those historic mining areas.

If they get their weapons development program to kick off, they could become a profitable salesman of death, since green energy hasn't been so fruitful for them, like the rest of the developed countries. Ukraine has been increasingly participating in weapons expositions, like DefExpo, since 2014 and publicly trying to build a product-line and name (same as Russia, the US, Israel, India (host of the 2016 DefExpo), and all the rest). Yet, no one wants to buy weapons from the losing country though, so I suspect this garage sale hasn't went quite as smoothly as they had hoped, despite the Western Media's unrelenting advertisements.

War is just a commercial for arms dealers.
