I had a car full of kids go past me doing that the other night.
When they saw me coming they turned their lights off to make it extra fun.

It seems like this is a step early to me to be seizing property. Step 1 for an incredibly reckless driver ought to be taking away their license, not their valuable property. If you catch him driving with a suspended license, now it seems like there is more of a public safety argument for seizing his vehicle so he can't use it.
