Obviously they planned to steal as much as they could, but I don't think the problem was cooked up as a scam. The more likely explanation is incompetence. There was an easy solution that the low IQ diversity crew simply couldn't figure out. When you have Africans running a city it runs like a city in Africa. This is simply normal for them.

So what. Now that the pressure is back on, all kinds of other work begins. They have to purge the line of all that fetid water. They have to rechlorinate the entire system.
