I think he's making a distinction between his personal recommendation and his advocacy of the CDC's recommendation.

While I acknowledge his habit of being pedantic to the point of being technically correct very often, if you look at the quotes, the only way to weasel out from this charge is to strawman it. e.g. "I never said we should close doors and tape them with duck tape and install hepa filters on all front steps!"
because he was totally telling folks lockdows were the thing to do.
