I call bullshit on this, I get the spin and why it's necessary, but someone who hits you 8 out of 10 times from 40 yards and closing under pressure while the victim is retreating, didn't just start carrying a gun because you can now without a permit. Someone this proficient probably took the steps to legally carry before the law, but who knows?

It's true by default because of the universal law. So even if he had a permit already, the statement is still true, because he would also be legally carrying it 'under' the new law.
