We need school reform. Kids shouldn't be forced to spend all day in a place they hate that doesn't actually teach them anything. They don't want to be there because it is a waste of time.

We should have school voucher programs so kids can go to better schools and good schools can kick out the shit students.

Kick them out, or make them do menial labor for the good of society (cleaning graffiti, picking up litter, etc.).
