This seems to violate International Humanitarian Law, Rule 72. Poison and Poisoned Weapons

The prohibition of the use of poison or poisoned weapons is understood as outlawing such practices as the smearing of bullets with poison or poisoning the food and drink of the adverse party. In their explanation of the application of this rule, several military manuals specify that the prohibition of poison extends to poisoning wells and other water supplies.

That applies to military operations but the poisoning appears to be the work of patriotic Ukrainian babushkas (or the Ukrainian equivalent).

This is International Humanitarian Law and applies to non military as well. If you'll note, this is NOT international war law. It is an attempt to establish humanitarian law and this specific rule applies to both international and national conflict.
