I was just reading someone saying we don't have as many serial killers now because most get caught too quickly too become one.

But of course NY is going backwards on all crime control.

I think it's just not as publicized as it was back in the day. Coupled with widespread knowledge of DNA technology, anyone who's not a dumbass is going to be a lot more careful than they were in the 70's.
