It's an old article, but I wasn't even aware there had been a law against domestic propaganda, much less that it had been repealed during the Obama era.

that which is beneficial is of course ignored so they can take it away and hardly anyone notices

One of the reasons why hoaxes skyrocketed since its passing. They existed before, but seem to have become more common.
