Not a very accurate headline. As HiddenFox says, this is clickbait-y.

To begin with, this is only for the Province of Quebec, not all of Canada. Quebec has always set its own rules very differently from the rest of the country as is their right. Also, people aren't banned from booze and weed. They are just requiring proof of vaccination to go into a liquor store (where cannabis is also sold, BTW). Beer and wine can still be bought at corner stores where vaccine proof isn't required.

Also, Quebec has gone into a big lockdown since Omicron started, so to say this is some kind of big conspiracy is a stretch. The province had it the worst of all of us during earlier waves, so it makes a lot of sense that they're going to freak out more this time and that's going to include the liquor stores.
