So what is the penalty for a misdeameanor of $949 if you hurt no one and break nothing? Just trying to figure if relocating is worth it.

Anything below $950 keeps the crime a misdemeanor — and likely means the thieves face no pursuit and no punishment,

This may not work in smaller towns and areas. In urban areas it would help to be a negro, both to intimidate the police, and for access to crime mobs.

look for the best available price or rate for something.

They did find the best 'rate' that met their criteria. Some threats of violence and minor risk of jail time for whatever they could carry.

Minor, because in at least one instance in SF, the cops just sat in their car and watched.
