As far as I can tell, it's a voluntary association for the purpose of lobbying. A school board can easily pull out, and the organization as a whole can easily be replaced.

National organizations like that probably shouldn't exist, anyway. Schools can share information without bullshit governance orgs to pretend they are communist committees.

Why's this read like an excuse for them?

The FBI started an investigation based on this letter. The Attorney General will testify next week supporting it. Since when is anyone on their side?

This what reads like an excuse? Their own excuse for getting caught lobbying against (arguably) their own constituents?

If nobody were on the org's side, they wouldn't represent districts totalling (according to them) tens of millions of students. Their lobbying, likely to destroy non-public schools, would have not have any power.
