The lower half of the black population can be relied upon to behave as a plague of vermin, and so that is the behavior the system encourages. The system wants what had been the US to be chewed down to stumps and abandoned.

Black people are getting shot and killed locally at 1 to 4 a week and we are not a big city. They are shooting each other all the time. When they get busted and go to court the judge lets them go so they can get shot back in the hood for paybacks. No fuss, no muss, no county jail, and no more court costs.
