When I read this kind of crap I just want to slap the source upside the head. Do you have any idea what it will cost to construct, set up utilites, set up water and sewer, to feed, to supply and to staff a single camp? How about hundreds of camps. Who is going to staff them. Who is going to build them. Who is going to supply them. What about transportation. How do you move half the population without them fighting back.
