This case has been going on for a while. I could understand if she bought into property with an HOA, but the city doing this? I could also understand if she was endangering her neighbors by keeping a habitat for vermin or if she had a structure that needed repair and it posed a potential hazard. Noise is intrusive but visuals are not.
