This is what China does. I know a doctor from Nigeria who told me about this. China makes these loans knowing that they can't all be repaid. In a lot of the African countries, the government leaders often steal the money and take it elsewhere, anyway. They make deals for other "influence" within the country, including allowing Chinese industry to operate without barriers and letting Chinese nationals act without impunity. China also brings the male natives back to China for "training" and tries to get them to start families with Chinese women. Then, relatives of the natives have blood ties with China and will favor any future relations with China over western countries. It breeds a culture of cooperation. Signs are often in Chinese now.
