I think that still dodging the root of the question. Why such hatred towards this group of people (which btw, is not a race)? He even sided with Muslims, despite thinking Aryans were the best. Many other horrible things happened in the 20th century, yet they are overshadowed by this one event that you can't ask anything about. Hmm... honestly I'm not even sure myself, but I think it's a fair question, even if it was just the leader that believed it, there is still a reason, and simply choosing them as a random escape-goat doesn't add up, imho. If was that simple it wouldn't be so taboo.
