Out of everything here that little sentence stands out to me as strange, but I am not a lawyer. All of this is gibberish to me. Without any legal knowledge to understand, all I know is that this sounds horrible, and sounds like a major over reach of government. Is this really saying that a church can't control who it gives gender specific titles to? There's no way. That's nightmarish.
I must be reading this wrong.
Edit: Am atheist, so I know absolutely nothing about how religious laws work.
