Not sure how how abortions are communist-only, but whatever...

(a) Foreign Assistance Act Of 1961.—Section 104(f) of the Foreign Assistance Act of 1961 (22 U.S.C. 2151b(f)) is amended to read as follows:

“(f) Prohibition On Use Of Funds For Abortions And Involuntary Sterilizations.—None of the funds authorized to be appropriated or otherwise made available to carry out this Act may be made available—

Okay. So far so what.

“(3) to pay for biomedical research which relates in whole or in part, to methods of, or the performance of, abortions or involuntary sterilization as a means of family planning;

And that's the real reason for the bill. To prevent researching the reproductive process in humans. Any research into those areas can be misconstrued to be a possible avenue towards abortions, thus all research towards the reproductive process would be halted without politician-approval.

That's gonna bite us in the ass in a few years when other countries are doing medical research we can't participate in. imo part 3 of this bill should be re-written to be more specific in what it intends to ban or be removed completely.

Could this law mean most fertility treatments are banned?

Hmm.. the mere disposal of unused frozen embryos could be considered abortion. I highly doubt you'll have too many women wanting to walk around with 6 viable embryos to avoid being part of some kind of legal debacle over this trickling down to fertility treatment providers. I don't know how deep this is planning to run.
