Seems to me that stemming funding into abortions and sterilizations serves the opposite purpose of genocide. If anything, figuring out how to now effectively abort and sterilize human reproductive systems would control population more easily than not.

Either nukes start flying and the Australian economy skyrockets (if they can remain semi-independent when it's over) or things keep chugging along slowly until large populations of people run out of food forcing the cycle of revolution to begin again. This one bill isn't going to prevent that.
