Because this is the adult version of the delinquent kid threatening to blow up his school that doesn't know how to build a bomb.

If they actually had the means to fly a plane into the capitol building, they wouldn't be giving 2 days advance warning.There's no intention here; they're just trying to scare people because that's the best they can do.

Interestingly enough, the Columbine Killers would have killed hundreds, had they wired their propane bomb correctly. They ended up only shooting a (comparative) handful of people because their initial plan failed.

I've heard that said too but it's an exaggeration. If you watch a propane tank explode you see there's a fireball but it's limited, and the really dangerous thing is the shrapnel but there's only so much of that and it's shot out in all directions.
