    Most assuredly he has, this is a very biased article but it doesn't change the fact Trump has pending investigations that have been on hold while in office. Anyone in his situation would consider a preemptive pardon. I predict he will issue one for himself, he has nothing to lose and everything to gain.

    Trump has also asked about pardons for his family, which makes sense given that they work together at the Trump Organization and possibly engaged in various forms of tax fraud together, among other things.
