How sad. Is it possible that he felt bad for his voters and tried to live up to his promise out of the kindness of his heart? Considering ihe really doesnt have to live up to his promises and people are basically functional donkeys that powerful elite can ride on and enjoy.

It's rather late to be finally keeping promises. I suspect Trump is more concerned about his legacy. A one term loser who didn't do anything he said he would and was reviled by most of the world doesn't exactly look great in the history books.
