Yes and probably more so than you think. The Bush era Neo-cons were heavily backing Biden. They even started a new organisation in July called 43 Alumni for Biden. '43' referes to 43rd President George W. Bush. The question has to be, what did a Democrat candidate promise them to gain their funding and their support?
