She's creating scannable ballots out of ones that the guy across from her is reading.

It's called ballot transcribing.

They both switch ballots at the same time. Didn't that clue you in? The guy in the video is a retard.

Thank you for supplying what is supposed to be going on here. I have seen a few of these videos and didn't know what was happening.

Gotta say, I don't like it much though. Leaves a decent hole for fraud - only requires that she reads the ballot incorrectly. There should be a 2nd verificator of what she is interpreting from the "unscannable" document. Could be a 2nd person (always) watching her read. Or better yet, an image scan of the unscannable ballot that could later be double checked in case of a close race.
