Following Monday’s protest at the state Capitol where demonstrators defied Gov. Gavin Newsom’s orders banning large gatherings, the California Highway Patrol says it will no longer issue permits for events at any state properties, including the Capitol.

Why didn't they think of this during the Hong Kong protests or the Yellow Vests in France?

"Huh looks like they didn't issue us a permit guys, time to go home I guess."

I saw the headline and I thought, the Highway Patrol can't ban anything. The are law enforcement, they enforce laws, they don't make them.

Ahh, they won't issue a permit. That's considered a ban now. OK.
