To steal something, first someone else has to "own" it. As far as I am concerned, people taking water from sources to grow food (as the article says it's primarily agriculture) - then the "world water council" and "world economic forum" can kiss my ass. The same people who will complain about "world hunger" whining that people are taking water to grow food.
I understand the logistics of it, there may be certain water-ways or bodies that are in danger of collapse and must be taken care of, but this is kind of scummy reporting and hypocrisy (from the UN and various business "interests").
