The idea that we have any law in which the government and its enforcement in any way profits from any fine is abhorrent in the extreme. There is no way, whatever, to do anything like that without inevitable abuse and misuse. It turns enforcing policy into a money making scheme no different from any mafia, and directly targets the poor most of all.

Makes sense. However, the real question is how did it even get to that point? The plaintiffs could afford a lawyer to argue it all the way to the state supreme court, but they couldn't afford $8.41?

Lawyers ain't cheap. And even filing the court documents yourself would cost hundreds.
