Mixed feelings on the that one. I suspect it's been abused by so many crappy cops..

I've always been of the mind that the only way "reasonable suspicion" can in fact be reasonable in a court of law is if evidence of that suspicion can be ascertained. And, no, I don't mean by later finding justification for the search afterward. A lack of records of all the null hits in unjustified searches of persons makes any formal scrutiny all the more difficult. We've no idea just how truly widespread bogus interjections into the lives of the citizenry truly are.
