Sheriffs and police officers (and governors, for that matter) took an oath to uphold The Constitution of the United States, which is the supreme law of the land. Lockdown orders which imprison healthy people who have been accused of no crime, violate The Constitution, especially the First Amendment, which includes "...the right to peaceably assemble, or the right to petition the government for redress of grievances.". The legislature does not have the authority to pass laws in violation of The Constitution, and these sheriffs are morally and legally right in refusing to enforce them.

What you call constitution is only a piece of paper that can have zero value if it's not defended by the people who believe in it.

You're right, no-one died of disease back in the 18th century. It was a golden age of health.
