I suppose that is what our enemies want us to do.

"All your fellow citizens agree, rights don't matter in an emergency!"
Nah I know some people think this way, but not so many as they would want us to believe.

I disagree. Where's the rebellion in the streets? Governors in many states have enacted powers to limit your purchase of fuel, food, bullets and guns. No push back.
A lot of ppl are under"shelter in place" rules, cops can now stop you and question where you're going and if they deem it unnecessary, they can detain you indefinitely.
This was how liberty died, to silent whimpers until a bill was passed giving the masses 1200 dollar payouts to those making less than 75k but more than 15k, a bill that gives the house of representatives a pay raise and the Kennedy Center of performing arts a 30mil grant for "expenses", all while the orange man bad essentially nationalized GM to force them to make masks instead of negotiating a payment strategy with them.
No, I'd say no one gives a flying fuck about the constitution. Give them candy and chocolates....

Would negative interest rates encourage people to save?

The sheep-ification of 'Merica. But how 'surprising' is it really? Despite all the bleats of "guillotines" and "revolution" and "eat-the-rich", what's actually being done?
The State of Rabble-rousing in 2020 'Merica
Revolutions generally require loss of support by the masses toward the established order. Even in the midst of this "emergency" the U.S. population just *doesn't fit that definition, and won't until they literally have nothing to lose.
When 45% don't pay taxes and 70+% get .gov benefits you have to ask, "who from among those percentages is going to withdraw their support for the status quo?"
The revolutionary and the guerrilla require Mao's "sea" of cooperative (or at least non-hostile) people to "swim" in.
Nothing is more unlike that environment than the U.S.'s "see something, say something" population:
TL;DR: The masses of asses will remain inert until the Soylent Green - "Scoops" come for them.
