      Can't help but feel part of this was party related. An illegal being prosecuted is an illegal that isn't providing a house for more illegals. Democrats need them to boost fake numbers on the amount of people in a state. If an illegal is scared off by a law (such as this one) there's a chance less of them will break it and have to find other means of obtaining money.

      Wouldn't surprise me if there was more to the argument than state vs federal law.
