I'm sure some of them did, but I don't think you can generalize all rural or city people that way.

Rural people were perfectly willing to impose laws on city-dwellers with little or no consideration of the minority. Now the cities are gaining strength. We cannot be surprised when they repay the rural people with their own coin.

Nobody should be subject to unjust laws, minority or majority. An eye for an eye makes the whole world blind.
