Almost certainly. A reasonable extrapolation would be that it's a training exercise for possible airstrikes against Iran, since they have GPS jamming technology. So the US military is likely testing out some type of other guidance resource for the F-18 pilots.

My guess would be that it's some type of drone or satellite type tech being transmitted to the pilot?

Yes or maybe testing the GPS functions F-18 fired missile guidance systems in a GPS jamming situation
