Surprisingly some guys can.

I mean it's quite simple to test if they'll lose the ability by putting them on chemical castration drugs before surgery is OKed, but that would be gatekeeping.

In the comments they say it might be due to atrophy.

Basically your body decides it doesn't need a certain part and so starts cutting off the blood supply and reabsorbing the tissue.
