Two different scenarios: Bush was born into the system whereas Hastert was first a pedophile who knew nothing about politics. He was then inserted by intelligence agencies to be the longest standing speaker of the House of Representatives.

Using child rape to blackmail and control politicians, of course, is standard practice in NATO countries. Many of them are just random criminals caught for child rape and then inserted into a position of power.
