Wow, the person who drew this is really idiotic. Like, literally anyone with a basic knowledge of vaccination and medicine could explain to them how vaccines work.

Vaccination gives you immunity to a disease, however it relies on the body to produce antibodies to work. Even the best vaccines are not necessarily 100% guaranteed to prevent you from catching a specific disease, but most are at 95% or above, and even if you do catch the disease, being vaccinated means your body almost certainly will fight off the disease more effectively, thus reducing the time of your illness and the severity. Vaccines are essentially near-immunity/greatly increased defense against an illness, but are not literally 100% guaranteed immunity for every individual.

COVID-19 is a new disease that's still not 100% understood, and catching it can be lethal, so the reason you still need to wear a mask is very, very reasonable. You can't be sure that you haven't caught it again from someone else, and putting someone's life in danger is huge compared to the minor inconvenience of wearing a mask.

We can only realistically begin to look at going back to pre-COVID-19 habits and ditch the masks once mass vaccination has taken place and infection rates are way, way down.
