Most all of our elected officials are failures, terrifyingly few of them understand the basic concept of triage. The political horde move their lips and motion like they make bold moves, but the reality is, they act on the lowest hanging fruit. They pick what's easy, push its conflated importance via mainstream media, rile up the dipshits, who then think an important issue is being resolved.

So far medicine and virology didn't apply themselves. They did nothing statistically significant so far in handling this crisis other than treating symptoms instead of anticipating the actual problems in this. Expecting a cure, vaccine or herd immunity is completely insane so far.

I think COVID-19 is significantly larger of a threat than terrorism, although still relatively small now that people either have herd immunity, or have been preventing its spread well enough that the threat is still low. It is also much easier to mitigate spread of it without taking away people's rights; just encourage people to stay inside if possible and wear masks, while still allowing them to do otherwise if circumstances demand it or if they are just very stubborn.
There is no heard immunity yet. You need more than 80% of a population to be immune before you get heard immunity and we're nowhere near that. It might not even be possible to get near that due to a combination of mutation rate and decreasing immunity over time (same reason we still have colds, even though they've been around for years)
The social isolation has intentionally prevented heard immunity, if it is even a thing. They intentionally muddy the scientific waters with confusion and contradictory reports because it's all a scam. They flattened the curve and then didn't let us resume our lives. They take away our rights and when the threat is over they won't restore them. The whole thing is a scam, FAAAR less deadly than the flu. All they want is OBEDIENCE.
