In these scenarios, the homeless are picking their own destination, am I right?

No. They're given a bus ticket and told goodbye.

Just like many in mental health facilities, they're just shipped around when there's overflow

What is "depends on circumstance"? You mean they are forced to move?

Some are, yes. Or the homeless shelter feeding them will cease giving them food unless they take the ticket to another homeless shelter on the other side of the country.

The patients in mental health facilities that are shipped in this same way, but of them, they cannot say no. For them, it is forced.

Yeah it's pretty bad. But no one really cares because there's already 3 million people in prison in the US. People are treated like cattle in the US

There are some people who care, but they've been meticulously boxed out for decades now, and many have simply given up
