I find it really hard to believe that any country would allow soldiers to carry civilian cell phones within hostile territory during an active conflict. Seems far more likely that these are ukrainian civilians with dual sim cards.

I mean you could just look up whether Russian soldiers are posting videos and pics taken on their cell phones rather than making it a matter of belief.

Similarly you could look up whether civilians in ukraine are doing the same, which they obviously are. To put it a different way, if russian soldiers were doing this, and it was possible to triangulate their position this accurately, they would very quickly become tiny bits of russian solider mixed with cell phone components. It would not take long at all for soldiers to be ordered to destroy their phones to prevent making themselves easy targets. Unless you want to pretend that a country is run by a literal toddler commanding an army of mentally deficient newborns, all with severe learning disabilities, it is not reasonable to believe that this component of opsec would be overlooked in this way.
