The cars carrying VC were heating up after the crash. The alternative was to let them heat up until they had a much worse explosion, which would leak VC into the environment uncontrollably as well as send lethal fragments of train cars for up to a mile in every direction. The choice was to make a smaller leak and light that shit on fire so there was a short-term plume of poison gas in the air, instead of a decades-long event where the local residents all got cancer.

It was a good call.
