Giuliani is no saint, especially during 9/11. There were pros and cons with their reforms. When I lived in Manhattan I saw my Alphabet City go from rough to gentrified in 5 years - and Times Square went from a place with character (much shady) to a consumer whore's boring wet dream. Artists and others were forced to move to Brooklyn and the city became more boring, like a mall.

Don't be so simplistic and go believing that the figurehead comes up with all this shit themselves and wields all the power alone. They are absolutely nothing without the legions of supporters, insiders, think tanks, assistants, and co-conspirators. And of course the stop-and-frisk policemen thugs.
