My garden has puddles of water from so much rain (in Arkansas). If my beds were not raised, the plants would be dying. Plants do not grow well in floods. Planting is delayed this year by rain and cold. The summer will be hot and dry, delaying harvest. Prepare for food shortages.

Healthy soil with much organic matter can absorb much more water and erode less.
But yeah, that looks like an ideal spot for a raised bed
