My garden has puddles of water from so much rain (in Arkansas). If my beds were not raised, the plants would be dying. Plants do not grow well in floods. Planting is delayed this year by rain and cold. The summer will be hot and dry, delaying harvest. Prepare for food shortages.

Except that you have showed a prime example of mankind adapting to a difficult environment, and missed the point

Healthy soil with much organic matter can absorb much more water and erode less.

But yeah, that looks like an ideal spot for a raised bed
