Both the sun and CO2 is required for plants to grow. So, they are attacking photosynthesis and food production.

At present, there are no aircraft capable of doing this, so they would need to be developed.

The article makes it sound like spraying chemtrails by aircraft is a new thing. But companies have been advertising their weather modification services for years.
