What exactly is the propaganda thought behind saying women suck? Is it to reinforce the belief that we need a "strong leader"?

It seems like a waste of propaganda to me. I am not against strong leaders, but no country has one right now. "Putin" is about the size of a leprechaun. I really don't get why his fellow gangsters don't just kill him, because he is bad for business.
