It aint't only idiots like these. If the tank is leakproof there can't happen much. I reported many construction plans for hospitals(!) to the authorities where there had no protection whatsoever for their O²-tanks.

A especially funny one i remember was when the tried to build two O²-tanks containing more than 40m³ of liquid oxygen (imagine the crater!) in less than 20m distance to their intensive care unit. The hospitals own fire department also was in less than 30m distance to these.

In chemical appliances it is the law to put a car-safe-fence around these but this does not apply to hospitals.
