Totally. Someone should make a bot that condenses articles into some preset, like 240 char.
You could get the jist of anything in like, 7 sentences? That would be great for my rss reader.

Ironically a lot of news articles are written by a bot now.
The padding you see is just an attempt to keep eyeballs on the page longer, so that you are more likely to click on other articles (more pageviews) or click on ads.
